A new approach to procurement and delivery
We are committed to building strong, productive partnerships with industry stakeholders, while improving safety on the Bruce Highway through a range of programs and projects.
The Bruce Highway Targeted Safety Program offers suppliers and contractors of all sizes, the chance to get involved to help shape and improve our approach to procurement and delivery.
To successfully deliver a program of this size and complexity, we recognise that a new approach is required—one that strengthens industry collaboration, supported by the TMR-Infrastructure Industry Engagement Charter.
Dedicated panels now established
We've heard your feedback, and industry strongly supported the creation of dedicated construction and design panels for the program. You told us this approach was important to reduce duplication, simplify procurement and streamline tendering.
Dedicated panels are now in place for constructors, designers, and contract administrators. These panels will be regularly updated to welcome new applicants and reassess current members.

Key works pipeline—upcoming tenders
Pre-qualified contractors and designers will be invited to tender on more than 70 design and construction tenders over the next 12 months as part of the key works pipeline. This includes:
- 22 tenders currently being released
- 52 additional tenders will be released from mid-2026 to mid-2027 (40 construction and 12 design).
These tenders will be released, using the program’s dedicated construction and design panels to speed up procurement and reduce tendering costs.
Successful contractors will be appointed progressively, with more tenders to be released throughout the program.
How we got here—industry briefing sessions
In April 2025, we engaged with the market to gather insights and learn from your experiences to help us:
- speed up procurement timelines to reduce tendering costs and start work sooner
- remove entry barriers and maximise market capacity to encourage participation from a wide range of companies, including Tier 1 contractors and smaller operators
- ensure value for money by measuring project outcomes beyond cost, including social benefits, quality, and long-term sustainability
- improve confidence in project cost estimates to support on-budget delivery.
