Rosslyn Bay State Boat Harbour Master Plan
The Queensland Government is developing the Rosslyn Bay State Boat Harbour Master Plan (Master Plan) to guide the future use and development at the harbour.
Rosslyn Bay State Boat Harbour is a key strategic maritime asset on the Capricorn coast. It provides sheltered, all-tide deep-water access for recreational and commercial vessels, supports maritime businesses, government services, tourism and recreation, and is a gateway to Great Keppel Island (Woppa).
The harbour is one of 8 state-owned boat harbours managed by Maritime Safety Queensland ( https://sc-p-cm.tmr.saas.dataweavers.io/https://www.msq.qld.gov.au/ ). Together, these harbours form a network of strategic public maritime assets that:
- provide safe, efficient, and sheltered all-tide deep water access for recreational and commercial vessels
- support sustainable recreational and commercial boating activities and the broader maritime and tourism sectors
- support maritime-related community functions, government services and public recreation.
The final Master Plan will provide a long-term vision for the harbour and guide future planning and decision-making.

The Master Plan will identify opportunities to:
- enhance access and berthing for vessels
- enhance access to Great Keppel Island (Woppa)

- strengthen Rosslyn Bay State Boat Harbour as a maritime gateway.
Current status
Maritime Safety Queensland has prepared the draft Rosslyn Bay State Boat Harbour Draft Master Plan (draft Master Plan), which is available for public review and feedback from Tuesday, 18 August 2026 until 11:59pm on Sunday, 20 September 2026.
Community drop-in sessions will also be held during the public feedback period, where the community can speak with the project team and ask questions about the draft Master Plan.

Master Plan timeline
The Master Plan is being developed across 4 stages:
Stage 1: Technical studies and early engagement (August 2025 to November 2025)
We completed site assessments, technical studies and early stakeholder engagement to inform the draft Master Plan. The studies considered marine infrastructure, economic factors, tourism, environmental values and urban design.
Stage 2: Draft Master Plan development (November 2025 to August 2026)
We reviewed technical findings and stakeholder feedback to develop the draft Master Plan. This strategic, non-statutory document sets out potential future land and water initiatives and includes a structure plan, design concepts and an implementation pathway.
Stage 3: Draft Master Plan Open for Feedback (August 2026 to September 2026) – current
The draft Master Plan is available for public review and feedback from Tuesday, 18 August 2026. We encourage the community to review the draft Master Plan and provide feedback through the online survey, which closes at 11.59pm on Sunday, 20 September 2026.
Stage 4: Rosslyn Bay State Boat Harbour Final Master Plan published (expected Late 2026)
We will consider feedback received alongside findings from the technical investigations to inform the final Master Plan. The final Master Plan is expected to be completed and published in late 2026.
