Hello everyone. My name is Sally Stannard.
I'm the Director-General of Transport and Main Roads.
It gives me great pleasure to introduce our 2024–2025 Roads and Transport Alliance Annual Progress Report.
The report shines a spotlight on the work that we're doing with local government right across Queensland.
The network doesn't work unless all the stakeholders who manage different parts of our network work together, and that's what this report showcases.
Local government are at the forefront of managing the local roads right across Queensland, and together with us, we're delivering a partnership approach.
It's lasted 23 years already and the proof is in the pudding and in the progress report.
This year, almost $76 million was spent on 177 projects that have made a real difference for communities right across Queensland.
On the road network, the cycling network, the walking environment for our communities, places that really matter for Queenslanders as they get about this state.
So, I encourage you to explore our digital progress report this year.
We're excited to be bringing digital opportunities to engage and to showcase the work that you're doing.
So, please take a look.
This is an opportunity for me also to thank the Roads and Transport Alliance.
Your work this year has been tested and trying through cyclones and severe weather events.
And despite that, you've made amazing progress delivering across the state.
So, thank you for your work and thank you particularly for the way that you work with us.
That collaborative approach is delivering fantastic results and we look forward to continuing to collaborate with you.

I am proud to present the 2024–25 Roads and Transport Alliance Annual Progress Report, celebrating another year of delivering vital infrastructure through strong partnership between Queensland’s local governments and the Department of Transport and Main Roads (TMR). Together, we have continued to invest in and enhance our road and transport network, ensuring positive outcomes for communities across the state.
TMR remains committed to delivering for Queenslanders through prioritising investment on infrastructure that meet the needs of community. The 23-year partnership between TMR and local governments through the Roads and Transport Alliance continues to highlight the critical role of local governments, and collaboration in managing and growing the road and transport network.
The Transport Infrastructure Development Scheme (TIDS) with $75.95 million in annual funding, is central to this partnership, empowering the Alliance’s 17 Regional Roads and Transport Groups (RRTGs) to deliver impactful, jointly funded projects. In 2024–25, RRTGs successfully completed 177 projects, improving Local Roads of Regional Significance and delivering essential air, active and safe school transport infrastructure works.
This report showcases the tangible benefits of infrastructure delivery, with stories from RRTGs demonstrating how local governments are driving innovation and creating value for their communities. Through their leadership, RRTGs have not only enhanced Queensland’s transport network but also invested in workforce skills and transformative technologies.
I commend the dedication of RRTG members, particularly the elected representatives who champion these projects in their regions. This year, we congratulate all RRTG members for successfully delivering the TIDS program while facing the challenges of severe flooding in the west and multiple weather events across our state. Every member’s effort and determination is greatly appreciated.
I look forward to continuing this successful partnership with local governments as we work together to deliver a safe, reliable and future-ready road and transport network for Queensland.
