Vehicles included in the new access regime
The new heavy vehicle access regime is being implemented in stages:
- Stage 1: Department of Defence OSOM vehicles
- Stage 2: Class 1 load carrying OSOM low loaders greater than 59.5 tonnes
- Stage 3: Class 1 Mobile Crane Special Purpose Vehicles (SPVs)
- Stage 4: Class 1 load carrying OSOM load platform trailers greater than 59.5 tonnes
- Stage 5: Performance Based Standards (PBS) vehicles.
Through a staged approach we can offer more flexible support, tailored communication and targeted training to a smaller, defined cohort of operators.
It will be mandatory to participate in the new Class 1 heavy vehicle access regime (the new regime).
As each Class 1 vehicle fleet is included, the new regime will become the new way of obtaining access for Class 1 heavy vehicles in Queensland.
Current permit applications
The current permit application and review processes for Class 1 heavy vehicles will remain unchanged while the new regime is developed.
These permit applications and review processes are governed by the Heavy Vehicle National Law and managed by the National Heavy Vehicle Regulator (NHVR).
When the new access regime is implemented, existing permits will remain valid until their expiry date. However, once a permit expires, it cannot be renewed, as the new regime is not compatible with the previous regime.
If access is not available through the NAAS, the sustainable access threshold may have been exceeded or there is a restriction preventing the access level sought under notice. In this case, an application for a NHVR Permit will need to be made through the National Heavy Vehicle Regulator (NHVR) GO Portal.
