Road Safety Policy

Effective 2 February 2026, the Road Safety Organisational Policy 2022 and its fact sheets have been withdrawn. The elements of the policy are now embedded across TMR’s governance, technical guidance and project delivery processes. Please refer to the following key documents:

Harmonised with the Austroads Guide to Road Safety. Outlines the Safe System approach in Queensland across all four pillars.

Queensland Guide to Traffic Management (QGTM)

Harmonised with the Austroads Guide to Traffic Management, outlining the approach to planning and management of roads and road users.

Queensland Road Safety Technical User Volumes: Guide to Safe System Assessment

Provides comprehensive guidance on undertaking Safe System Assessments for infrastructure projects.

Queensland Road Safety Technical User Volumes: Guide to Speed Management

Provides comprehensive guidance for the legislated speed limit setting process in Queensland.

Queensland Manual of Uniform Traffic Control Devices (QMUTCD)

Harmonised with AS 1742 Manual of Uniform Traffic Control Devices. Provides details for the design of signage, linemarking and other traffic control devices.

Queensland Road Planning and Design Manual (RPDM)

Harmonised with Austroads Guide to Road Design. Provides details for all aspects of the design of road infrastructure.

Why this change

The core measures from the former Road Safety Policy are now standard practice in TMR, delivering consistent safety improvements across Queensland’s road network.

What stays the same

TMR continues to prioritise the safety of our customers in the delivery of infrastructure across Queensland’s road network.

Transitional arrangements

Projects approved before the effective date should continue to follow the requirements documented in their approval instruments.

Safe System Project Management Controls

TMR project managers are required to track the Safe System performance of infrastructure projects in-line with Part C of TMR’s Integrated Project Management Framework (IPMF) and/or Project Assessment Framework (PAF) gating structure.

Guidance prompts are designed to align with the project life cycle phases described in TMR’s OnQ Project Management framework.
