Department strategies and plans

The following table provides an overview of the departments progress since 2022, towards its commitment to build inclusive, accessible workplaces and transport services for people with disability. The highlights are represented against the 4 building blocks of the Disability Services Plan framework.

Co-design

  • Established the Disability Engagement Panel, giving all TMR business areas access to people with lived experience of disability for co-design, focus groups, training, and user testing.
  • Co-designed and released the Accessible Communication Guidelines, Accessible and Inclusive Design Guide, and Accessible Facilitation Guide.
  • Developed the Equity and Diversity Plan through consultation with employees, consolidating access and inclusion initiatives and setting a platform for future co-design.
  • Chaired the National Accessible Transport Taskforce (NATT) to review the Disability Standards for Accessible Public Transport 2002 (DSAPT).

Measurement of Outcomes and Impact

  • Participated in the Accessibility and Inclusion Index (Australian Disability Network) to benchmark and track improvements in disability confidence.
  • Delivered the Accessibility and Inclusion at TMR training to 9,600+ staff, recognised with LearnX Awards and as a finalist in the Australian Institute of Training and Development Awards.
  • Conducted a practical driver testing trial for people with neurodiversity to measure and refine inclusive service delivery approaches.

Human Rights

  • Grew the Accessibility and Inclusion Advocacy Network (AIAN) to 250+ members, creating an empowered internal network advocating for rights, accessibility, and inclusion
  • Developed and rolled out training on Unconscious Bias, Disability Awareness, and Deaf Awareness to strengthen rights-based practice across TMR.
  • Updated the Workplace Adjustment Procedure, ensuring fairer and more consistent support for employees with disability.

Cultural and System Changes

  • Created the Move Together social change campaign to promote inclusive public transport use and increase patronage from vulnerable user groups.
  • Developed the Accessible Micro-Infrastructure Video Series to build workforce capability and awareness of accessible design across Queensland’s transport network.
  • Embedded accessibility into broader departmental initiatives such as the We are TMR brand campaign and QTMP (Queensland Transport and Main Roads Program).
  • Redesigned role descriptions to ensure accessibility and inclusivity are embedded into workforce systems.
