Suppliers - How to join

The Infrastructure Building and Construction Panel (IBCP) Standing Offer Arrangement (SOA) seeks to make it easier for suppliers to do business with government and increase engagement opportunities. Suppliers wishing to provide services to the Department of Transport and Main Roads for engineering and construction projects must first be prequalified to join the IBCP SOA. The aim of the prequalification system is to classify suppliers commensurate with their technical skills, available resources, and managerial capability to undertake commissions for those projects.

This whole-of-government (WoG) arrangement managed by Transport and Main Roads, is available to Queensland Government departments for the purchase of professional services in alignment with the following categories:

  • Contract Administration Services (CAS) and Project Management - Civil (PM)
  • Environmental and Cultural Heritage, and
  • Survey.

Prequalification

Prequalification assessment and admissions are limited to designated quarterly intakes, with suppliers invited through Vendor Panel. Email applications are not accepted.

The quarterly intakes are an opportunity for new suppliers to join the IBCP once they become prequalified in one or more categories and for existing IBCP suppliers to apply for new or additional prequalification categories.

Invitations to join IBCP will be released on the dates in the table below (or first business day before). The invitation will be open for a minimum of ten business days.

How to join the IBCP flowchart. Commences with new supplier to IBCP. 1. Download and complete SOA documents, and 2. Complete IBCP CV (CAS/PM) or IBCP CV plus Part D (Survey) or Project Datasheet (Env). Then submit via Vendor Panel. OR Commences with Existing IBCP Supplier, then Changes to staff or requesting new prequalification levels? If yes, complete IBCP CV (CAS/PM) or IBCP CV plus Part D (Survey) or Project Datasheet Env, then submit via Vendor Panel. If No, No action needed.
