Before you apply
Before you apply to become a multi-combination Registered Training Organisation (RTO) recognised to deliver Drive Multi-Combination Vehicle (TLIC4006) you must:
- be based in Queensland
- be currently approved as a RTO with the Australian Skills Quality Authority and have TLIC4006 specific qualification/unit on scope of registration for delivery in Queensland
- read the Application Guide for Registered Training Organisations.

How to apply
- Download and fill out the application form found in Appendix 3 of the Application Guide for Registered Training Organisations.
- Attach all required supporting documents detailed in section 2 of the Application Guide for Registered Training Organisations.
- Email your application and supporting documents to [email protected].
You can also ask for a secure folder link to submit your documents by emailing the same address.
What happens after I apply?
The department has full discretion to decide whether to approve an application. Even if the applicant meets all the requirements, we don’t have to approve an application or give them a Delivery of Training Course Deed (Deed).
When deciding, we may consider the training and assessment materials submitted by the applicant, as well as anything else we think is important.
This may include, but is not limited to:
- The applicant’s past conduct and compliance history in the scheme.
- The suitability and fitness of staff, directors, and other officers linked to the applicant.
- The need for an extra RTO to provide training in the proposed area.
- The expected volume of training and whether it justifies the administrative burden of the Deed.
- Any other factors we find relevant.
We will notify you in writing within 20 business days about the outcome of your application.
If we require further information, we may take a further 20 business day from the date the further information was supplied to notify you about the outcome of your application.
If your application is approved, you will be issued with a Deed to sign. The Deed outlines all legal responsibilities associated with delivering TLIC4006.
It is your responsibility to make sure you understand the contents of the Deed and ensure compliance with these requirements at all times.
Once you have signed and emailed the Deed to us, it will be executed by the department within 5 business days of receipt. Your RTO will then be recognised to deliver TLIC4006. Your RTO will be added to the register on our website within 5 business days after the Deed is executed.
