Project story: Isaac Regional Council, concrete floodway construction program

To improve the resilience of Isaac Regional Council’s rural road network, council has over the past five years, been implementing a concrete floodway construction program, targeting areas that are repeatedly damaged in rain events. The project aims to construct 30m-long by 8m-wide concrete floodways at existing unsealed inverts, including rock protection and approach works where required. The project intent is to reduce the likelihood that where the road historically has washed away during rain events, a concrete structure is now in place to ensure the road continues to be passable.

In total there are 887 unsealed inverts across Isaac Regional Council’s rural road network with the prioritisation matrix considering: 

  • number of times the site has been damaged as part of an activated event. 
  • local priority from area overseer for damage incurred outside of activated events. 
  • average daily traffic.
  • percentage of heavy vehicles. 
  • principal adjacent land utilisation. 

This year we were able to construct eight floodways across our network which brings the total floodways constructed under the program to a total of 40. To keep construction practices relatively simple and to achieve value for money, council’s standard drawing is utilised with minor tweaks made to suit the individual site requirements.
