Project story: Livingstone Shire Council, Normanby Street, Yeppoon reconstruction project

The Normanby Street Reconstruction Project in the Yeppoon Central Business District (CBD) aims to improve road safety, traffic efficiency, and pedestrian and cyclist connectivity. The road asset is quite old and in need of renewal. This
$7.8 million upgrade, jointly funded by Livingstone Shire Council and the Queensland Government’s TIDS, will also support activation of the Central Business District for local businesses, hospitality and future development of adjacent land. 

The project includes: 

  • reticulated water system renewal, including the trunk water main
  • undergrounding of power (replacing overhead lines) 
  • stormwater upgrades 
  • new kerb, road pavement, formal parking, bike lanes, wider footpaths, pedestrian crossings, street lighting and landscaping
  • roundabouts at Mary and Park Street intersections. 

The project is now in Stage 2 (February–December 2025), focused on renewing underground infrastructure. These works are being completed in sections to minimise disruption to businesses and the community. 

Road reconstruction will follow in Stages 3 and 4 (2026–2028). The detailed road design is complete, with final drafting of drawings underway. Lighting and landscaping designs are also being progressed by external consultants.
